That would fit. SSHD is not starting on the client, can not find a source of 
random numbers. If udev is misbehaving then there may not be a /dev/random.

Update last night move the box from
kernel-2.6.23.14-107.fc8.x86_64.rpm
to  kernel.x86_64 0:2.6.23.14-115.fc8

Still not working.
I added a ls -la /dev to rc.local the result is below.
