I solved this issue.
If I put the command devfs=mount, everything is ok.

Slackware:
[EMAIL PROTECTED]:~/virtual$ linux ubd0=root_fs_slack8.1 devfs=mount

or 

Debian:
[EMAIL PROTECTED]:~/virtual$ linux ubd0=Debian-3.0r0.ext2 devfs=mount  

I found the answer in http://deb.riseup.net/miscellaneous/uml/#get_a_root_fs
