The UML binary is just a normal usermode program not essential to the boot 
proces (of the host) so I'd guess it goes in /usr/bin/, but please check the 
LSB for the exact requirements. Following LSB wil make sure your packages are 
usable on more distros than the one you use.

The modules for it are a different story, as they are not needed on the host 
fs. Actually, I think a UML package without a filessytem or a simple way to 
create one is an incomplete package. Once you supply a barebones filesystem 
it is obvious where the modules should go. I suggest you pack a minmal FS 
with UML with yum preinstalled so that the rest of the installation is easy. 
These filesystems are something that probably should go into /usr/share/uml.
