"Gets stuck" here means "I don't see anything happening", which in turns means 
"consoles don't get started". Check also guest kernel config (console 
channels) and startup.

Rather than trying udev/devfs, check /etc/inittab and check the console 
configuration for the kernel, and the existance of xterm on that system if 
you're going to run with con=xterm (you can use another terminal emulator, 
you must just specify which on cmd line).

There are various answer on creating it with debootstrap.

You may find some FS available from various people, but you cannot trust 
anybody else about not having trojaned it. That's the main problem.

Search archives, various FC2/FC3 and so on FS are generally available.
