Thanks Jozef and thanks Christoph for your fast replies. This topic doesn't seem to have a high priority if I look at https://jira.magnolia-cms.com/browse/MAGNOLIA-6234. So there's apparently no other way/workaround than including it into a module for now.
But I only have an empty webapp and there isn't anymore a place for resources, right?
