I'm trying to upgrade magnolia from 5.3.9 to 5.4.2

As we are using STK for templating I've followed the instructions in the 5.4
relaese notes and added the STK dependencies etc

In our test application we are bootstraping some templates and they seem to be
loaded fine, I can see them and edit them from the magnolia admin interface
(see screenshot ).

But when I try to load the pages I get an exception:

info.magnolia.rendering.engine.ModeDependentRenderExceptionHandler -- Error
while rendering [/agora/services] with template [templating:pages/services] for
URI [/agora/services.html?mgnlPreview=false&mgnlChannel=desktop]:
RenderException: java.io.FileNotFoundException: Template
"/agora/pages/services" not found. The quoted name was interpreted by this
template loader:
info.magnolia.freemarker.FreemarkerHelper$ConfigDelegatingTemplateLoader@382dc929.

Any ideas what I'm missing?
