(facepalm) I found out why. So any custom or third party filter has to implement "info.magnolia.cms.filters.MgnlFilter" for Magnolia to recognize it.
"https://documentation.magnolia-cms.com/display/DOCS/Request+processing+and+filters#Requestprocessingandfilters-Extensionpoints"; does hint this but the requirement for such extension is obscure.
