Mark Waddingham has just added his name to the CC list, seeing that I would imagine there must have been some problem fixing the bug in time for this release, now he's involved I'm sure it will be fixed soon, although not in time for the next release as they have already stated.
The target milestone for this fix is now 7.0.5-rc-1, it's current status is still 'Awaiting Merge' so I guess it must have missed the deadline for the 7.0.4 GM build.
