I can select exactly the same range of cells, and one time a copy/paste will work, and another time it won't. There are no formulas in the spreadsheet I'm using, but the contents of many of the cells are derived from popup lists.
I think it's just a clipboard conversion issue, that sometimes Excel makes it be compatible, and other times it doesn't.
