Just a follow-up on this in case anyone runs into the same issue. To review, I have 5 very short sound effects and two of them would not play on Android no matter what I did or what conversion methods I used.
I finally figured out what was wrong. Any sound file under 1 second in length apparently won't play. I added 1 second of silence to the end of each file and now they all work.
