Unfortunately libnotify didn't really turn up after the last stable version of the HIG was released, so no, that version has nothing about it. The unstable draft version has a placeholder for libnotify guidelines[1], but they need fleshing out properly, once we've decided how best to move forward with the next release of the HIG generally.
