A matching panel could look good (even if the menus stay opaque), like this:

It does blend with the titlebar and the dash when needed, however it doesn't 
blend at all with the launcher, which really bugs me :)P.S. Transparent panel + 
panel opacity toggles also blends with the titlebar :P
