There are technical reasons why this is not possible on most
hardware (you need 2 sound cards for two different outputs, only
hdmi sound is managed normally through another sound card)
But Windows can do that to:
- Device for audio
- Device for communication

It depends on the device some can do it, also you'll need the correct
driver... But as many modern computers have more than one Sound card
it may work
I believe this is already possible using pavucontrol too. I've done it
on my laptop, it let me set certain applications to output using the
internal speakers, and others to output to my usb headset. It should
work with any usb device afiak, because they basically function as their
own sound card.
