A typical Ubuntu system is suspended perhaps 10 times for every 1
shutdown.  The Suspend action is immediate (it has no '…' ellipse).

Now, on a dual-boot system, Shutdown/Reboot will be more frequent.
However, the action the user is wanting to perform is:

  "Reboot to Windows"

not:

  "Reboot"

So, that's the use-case to focus on if you want to solve the real
problem.[*]
