I think what's being asked there, is as you can use a mobile phone as a data
connection for a computer, via bluetooth, can you reverse the process and use
a computer as a data connection for a phone.

Perhaps with some special software that I'm unaware of, you could use the phone
as a bluetooth audio device for skype, but I've never heard of it being done.
I'm not a skype user so this could be commonplace but I'm unaware of it.

Likewise I've heard of web browsing being done using special features of 
certain phone operating systems, like the example here:

But my phone (Nokia 6630) doesn't seem to support such a thing.  So I guess it
depends mostly on your phone.
