Basically they do a lot of work for their local churches and other charity organisations, all of which seem to have fallen into the "It's Microsoft AND it's cheap[0]...It MUST be good!!" - if the content can bhe converted into anything else that is editable or importable into scribus or similar, then that would be great, but until then, they just won't switch... :o( > http://www.pdfonline.com/ can convert publisher files to pdf for free.
