Looks legitimate, if the db doesn't exist, then we shouldn't bother trying to run an upgrade on it. The code in the latest packages does not do anything to mitigate that possibility, so I'm marking this as Triaged, Medium, since it will only affect users that have removed their eucalyptus database files.
