We're not going back to the 1990s.

If you're willing to unpackage the debs as a simple binary you copy around, 
could you not just repackage as a click so
others can install the tool?  When snap support comes to the mobile flavour of 
Ubuntu, then that's an even better choice
.

By the way, we're working on a successor to the Terminal App that should make 
this much easier to snap/click things
like mc.
