You should not change the root filesystem (/) to read/write mode and install things with apt. The partition will fill up quickly as it is small, and you will break updates if you do so.
If you must use some command line tools, you can do so using a simple chroot, or by using the newer libertine tools. For using a chroot see http://askubuntu.com/a/623311/50737 This answer will be updated to include the libertine solution, when all of the necessary pieces are available directly on all images. However, if you are on the M10 tablet, then installing the tools you need inside the libertine container and using them from there, is the preferred way to do this.
