Seeing that, I'd think something has to be _both_ a marketing _and_ a news submission to be appropriate in the list, such as a submission bearing the news of a marketing success, as that's the logic that followed list naming conventions so far (#ubuntu-devel-announce is for stuff that is both devel and announce... well, and ubuntu - not just one of the criteria).
