Yes, for the cases where the license is already translated, we should use their translation. Unfortunately, there are a number of languages we're translating the manual into where the CC license hasn't yet been translated. So if the language you're translating into already has an appropriately translated license on the CC site, then you don't have to worry about translating the license. If you do need to translate the license, create a new license-LANGCODE.tex file and put the translation in there. I'll add LaTeX code elsewhere to pull in the language-appropriate license (or fall back on English otherwise).
