Required to make them available, but that doesn't mean they have to be enabled inside of apt and all the source packages are readily available via packages.ubuntu.com which means you are already complying with the GPL by making them readily available. Even with that said I'm inclined to disagree with disabling them, 4MB is trivial now days.
