This access was just autmoatic package update. You can disable it but then you'll be unable to install new software. The idea behind ubuntu is to make a system for average user but with possibility of customization so its default install gets you pretty much to "average user" system. If you want to control everything it means time to tackle around with a lot of options and installing every piece of software by explicitely saying so you can use ArchLinux or GentooLinux.
