I browsed a bit through my filesystem, and it seems like the menu consists of a bunch of files in /usr/share/menu. The applets itself are just programs that change config files. So basically, this affects all those programs (or rather, about 10 new ones that steal a lot of code from the old ones) and the files in that directory. There is also this new PolicyKit feature of Hardy, which actually makes these changes feasible.
