Not sure that is a good idea. Blocking all new features from entering a LTS release would result in a backlog of features to add to the LTS +1 release. This in turn could possibly reduce the amount of polish that can be applied before release of the LTS +1. The end result would be a stable, but outdated LTS and a modern, but slightly less stable LTS +1. I agree that for a LTS release the emphasis should be on bugfixing and polish, but new features and programs are a vital part of what keeps Ubuntu 'Modern'. Instead of feature freezing all LTS releases, how about simply prioritising feature acceptance? That way minor features and new programs can still make their way in, but major features will be delayed till LTS +1.
