I think it's stuck with that look because they aimed for the new splash screen software... Or because they wanted newbies to have a "stable" picture of ubuntu as an operating system. Either way, we just have to wait and see the next stable version, 10.04! Btw, there is a package with community themes, I forgot the name unfortunately (community-themes maybe? apt search it!). :-)
