This keymap problem may be cumbersome to work out for many users, but it still is an intended behaviour and not a bug. When setting up the clients (/opt/ltsp/i386/etc/lts.conf if you are running on an x86 processor), you are supposed to declare which keyboard layout you want on the clients.
