If I doubleclick the entry it will say "Waiting" because it is going out and re-fetching the file, even though it has already been downloaded. It simply doesn't realize it has been downloaded since it has now been restarted and jumped back to the default folder. So now I have two copies of the file on my hard drive, one of which Rhythmbox has completely forgotten about.
