I'm not proposing that Ctrl Alt Bksp be a general test case, but it does simulate _for some reason_ the user existing KDE via an unanticipated path. Given that we may have uptimes of weeks or months in a given session (work PCs etc), it would be unreasonable to expect the user to have to exit KDE every time they make a configuration change. The behaviour I saw was that plasmoids were completely resetting to their initial state, i.e. as they were before I logged in, when I ctrl-alt- bksp'cd; I saw no evidence of them saving state directly.
