I'm having the same problem using local machine. Problem is not limited just to time-admin but to whole new "unlock"-"system policy" new feature. Changing settings in nm-applet is also not possible, when I write my password "unlock" window acts as it would when the pass is not valid or "unlock" button is greyed out.
