I confirm that in Hardy 8.04 the package does not create the expected ini file in /etc/php5/conf.d however it does append an entry to both the /etc/php5/cli and the /etc/php5/apache2 php.ini file so it should load/run as is.
The fact that it appends to the end of the php.ini instead of putting it in the extensions section is also improper but should work anyway (works for me). So I think the real issue here is lack of conformance to expected standards rather than broken functionality.
