Hi Kyle, It most certainly is. The last 8 digits correspond to the date the driver was released, "0716.2008" meaning the 16th of July, 2008 - 2 days ago :)
The good news is that I haven't had a single problem with this new driver. No dropouts, or lockups. Realtek seem to be fairly heavily developing this driver, which is fantastic to see!
