This also happens on my system (AMD64), I was trying to install the build-deps 
for Rhythmbox and this was not possible because python2.5-dev couldn't be 
installed. The reason was obviously that the version number of the installed 
python2.5 and python2.5-minimal packages was 2.5.2-2ubuntu5 but for 
python2.5-dev only 2.5.2-2ubuntu4 is avaiable (Yes, I have done apt-get update 
;-) ).
So a workaround that worked for me was to download manually the older versions 
from python2.5 and python2.5-minimal form archive.ubuntu.com and to install 
them with dpkg. Afterwards it was no problem to install the dev-package.
