This issue seems to be very sporadic. I finally remembered to run the command when the applet reported 0C

It is an internal SATA disk (the WDC WD400BEVS seen above) and no file systems from it were mounted when I unplugged it. I was able to get correct output from the applet by removing the applet from the panel and adding it again.
