I have created that screenshot with KSnapshot, with option "Window under pointer" and 2 second delay (I'm Italian so I don't know if my translation corresponds to the exact phrase)
Where have you found localization packages for Firefox 3? I can't see it in Synaptic... however, the menu voice is much likely to be a translation bug (have a look at Launchpad Translations!), for the hotkey... I don't know.
