Okay I just compared with a gutsy VM.  Things are the same regarding
ubuntu-docs in Gutsy.  Only one alternative listed.  It instead appears
that when you set say a spanish (mexico) locale, that you end up with
the homepage in firefox specifically set to file:///usr/share/ubuntu-
artwork/home/locales/index-es_AR.html

Reading that spec that mdke posted, these are supposed to be hardcoded
into the jar files for each of the locales used.
