Looking this over briefly on a system with multiple locales installed:
$ ls -l /usr/share/ubuntu-artwork/home/index.html
lrwxrwxrwx 1 root root 34 2008-02-11 10:20
/usr/share/ubuntu-artwork/home/index.html -> /etc/alternatives/firefox-homepage

$ ls -l /etc/alternatives/firefox-homepage
lrwxrwxrwx 1 root root 49 2008-03-29 13:01 /etc/alternatives/firefox-homepage
-> /usr/share/ubuntu-artwork/home/firefox-index.html

$ update-alternatives --list firefox-homepage
/usr/share/ubuntu-artwork/home/firefox-index.html

The problem is that no other alternatives are being registered.

Looking at where one of these index files should be coming from, its in
ubuntu-docs or similar:
$ apt-file search index-es.html
edubuntu-artwork: /usr/share/edubuntu-artwork/home/locales/index-es.html
kubuntu-docs: /usr/share/ubuntu-artwork/home/locales-kubuntu/index-es.html
kubuntu-docs: /usr/share/ubuntu-artwork/home/locales-kubuntu/kindex-es.html
ubuntu-docs: /usr/share/ubuntu-artwork/home/locales-ubuntu/index-es.html
xubuntu-docs: /usr/share/xubuntu-docs/about/locales/index-es.html

I would expect that ubuntu-docs should be registering all of the
alternatives in its postinst or similar.
