This is a known problem. It is possible to configure dual head with xrandr (http://intellinuxgraphics.org/dualhead.html) but atm not with the GUI tools. Since clone mode works out of the box I guess this bug report is the wrong place for this wishlist bug. Please search or open a new bug against the package gnome-control-center. Btw. this was planned for Hardy but didn't make it but would be very likely in Ubuntu 8.10.
