No, they are talking about the SC->TC and TC->SC conversion tools within OO.O writer. For this to work, East Asian Language Support needs to be enabled in OO.O. Then there is an entry in the Tools menu to do the conversion. I have just tested this with the latest OO.O version in Hardy:
寧奧裡 <-> 宁奥里 : works in both directions 內 <-> 内 : works in both directions 餘 -> 余 : works from TC to SC, but not vice versa (maybe there are multiple mappings possible?
