Although I have not yet tested, I am almost certain that the versions I
upgraded from have nothing to do with this.

Please also take a look for the debian report.  The upstream maintainer
suggests this is a known problem, fixed in version 0.36 or so.
Unfortunately, I have not yet successfully backported the package to
gutsy to verify the claim.

I believe you can consider this bug triaged (I do triage myself).  I
believe that for a person familiar with the monotone package all the
information necessary is there to successfully reproduce the issue.
