trackerd does not depend on X so cannot auto-pause on its own

it needs the tray icon/applet to do this (or some other X app)

other indexers have tray icons including google to allow manual pausing
and this is a desirable feature

its up to ubuntu devs whether to have the applet on by default or not.

Btw the icons can easily be changed if they are too close to deskbar or
ubuntu wants to use something else
