Marking as fixed since I also can confirm that the RandR 1.2 included in Gutsy allows the intel video driver to output in color through S-video. Simply do:
xrandr --output TV --set TV_FORMAT PAL; xrandr --output TV --auto; (Use xrandr -q --verbose to list what TV_FORMATS are available) That's one down in the number of issues that historically has forced so many of us to boot into Windows occasionally!
