Let me update after a discussion with Otto on the (now closed) Debian MR:
https://salsa.debian.org/debian/pristine-tar/-/merge_requests/13

I think Otto's tests confirm the analysis from comment #7:

- noble autopkgtest (gzip 1.12-1ubuntu3.2, built with DFLTCC): test_recompress
fails
- resolute/stonking autopkgtest (gzip 1.14): passes
- noble build-time test passes, but just because dpkg-buildpackage exports
SOURCE_DATE_EPOCH, which makes gzip fall back to software deflate
With that:
- No pristine-tar change is needed in Debian (at least for now) hence the MR is
closed.
- The Ubuntu skip (1.50+nmu2ubuntu1) is obsolete on resolute/stonking and
ciould be dropped.
- Noble is affected, but there is no need to update pristine-tar there for now.

However, newer Ubuntu gzip is not really fixed, it just lost DFLTCC with the
1.14 merge (--enable-dfltcc was dropped).
If at any time DFLTCC is restored again in gzip, this test will fail again,
and the fix is then the DFLTCC=0 one-liner in pristine-tar's sub recompress
(comment #7).
