Well follow these steps:
- setup a PC with a graphic card having HDMI first port and other three display 
ports
- connect a TV set on the HDMI port
- connect a monitor on a display port
- declare the monitor on the display port as "primary"
- on systemsettings - desktop session set "On login launch apps that were open" 
on "On last logout"
- open some applications on the primary monitor; close session and reopen 
session: verify that the applications are reopened in the same place on the 
primary monitor

All seems to work; but if you cycle some times closing / opening session
and sometimes the applications are opened on the secondary (HDMI)
monitor.

This happens regardless the secondary monitor is powered on or not.
 

Now cycle some times on close / open session; most of the time the
applications are opened on the primary monitor but sometimes the
applications are opened on the secondary (HDMI) monitor regardless if
the monitor is powered on or not
