I can reproduce a plasmashell SIGSEGV in `FcCharSetHasChar()` via
`QFontEngineMultiFontConfig` while Klipper is initializing. Opening
System Settings triggers crashes regardless of the page. I removed
`~/.cache/fontconfig`, rebuilt the user cache, ran `sudo fc-cache -rsv`,
and rebooted, but the same plasmashell crash recurred.

Launching System Settings with `FONTCONFIG_USE_MMAP=false
systemsettings` does not crash for me. My default sans font is
`/usr/share/fonts/truetype/noto/NotoSans-Regular.ttf`; `fc-list` showed
no fonts installed under my home directory. I had removed Chrome before
these later crashes. I can provide the full backtrace if useful.
