https://kernel.ubuntu.com/mainline/v7.1/. I suspect you're hitting ISM
related issue, as 7.0.0-28.28 added https://git.launchpad.net/~ubuntu-
kernel/ubuntu/+source/linux/+git/resolute/commit/drivers/gpu/drm/amd/display/amdgpu_dm/amdgpu_dm.c?h=Ubuntu-7.0.0-28.28&id=707d6e61c3418f9fa79235dbf11b51062aec18d7

Later on there were two fixes related to ISM merged to upstream:

 - included in 7.1 mainline kernel

 - included in 7.2-rc5 mainline kernel

Right now we have to check which one of these is actually fixing your
problem. We already have a test with 7.2-rc5 which includes both fixes.
We need to test mainline 7.1 now, if it works for you then
17edfa32f1496df914b355cf7c0711a481765446 is the answer. If not then
probably 3714fe242592e3699ac5e2c19d68b275a210be7d or both fixes are
needed.

Please test https://kernel.ubuntu.com/mainline/v7.1/ for me, you may
need to adapt the workaround script. Exact kernel version should be
"7.1.0-070100-generic" for mainline 7.1
