1) The comment

just say that if you only want NTS sources, comment the line

 sourcedir /run/chrony-dhcp

I think that the comment makes sense.

2) Ubuntu enable NTS sources by default after Noble
   That explains the difference of behavior. 

About the release notes, there is a line mentioning this:

NTS (authenticated & encrypted NTP) by default uses Ubuntu time servers.

However, I might agree with you that it can be more detailled.
