Title: Fibocom L850 (Intel XMM7360 / iosm) can send SMS but cannot
receive SMS in ModemManager 1.25.95
Summary
Incoming SMS messages are not received by ModemManager on a Fibocom L850
LTE modem using the Intel iosm driver. Outgoing SMS works correctly.
Mobile data works correctly. The issue is reproducible on Ubuntu 26.04.

Problem Description
The modem connects successfully to the mobile network and mobile data
works without issues.
SMS transmission works correctly:
* SMS can be sent from ModemManager GUI.
* SMS can be sent from Chatty.
* Sent messages are stored correctly.
* SMS delivery to other phones is successful.
SMS reception does not work:
* SMS sent to the SIM card never appear in ModemManager GUI.
* SMS sent to the SIM card never appear in Chatty.
* `mmcli -m 0 --messaging-list-sms` remains empty.
* ModemManager logs show no indication that an incoming SMS has been detected.
The same SIM card receives SMS normally when inserted into a mobile
phone.
Reproduction Steps
1. Insert YOTA SIM card into Fibocom L850 modem.
2. Connect to LTE network.
3. Verify mobile data connectivity.
4. Send SMS to another phone (works).
5. Send SMS from another phone to the modem number.
6. Check ModemManager GUI, Chatty, and `mmcli`.
Expected Result
Incoming SMS should appear in ModemManager and be accessible through:
* mmcli
* ModemManager GUI
* Chatty
* D-Bus Messaging interface
Actual Result
Incoming SMS never appear.

Attempting SMS-related operations caused ModemManager to abort with:

* SMS sending works reliably.
* Mobile data works reliably.
* The issue affects both ModemManager GUI and Chatty.
* The same SIM card receives all test SMS messages immediately when inserted
into a phone.
* This appears to be specific to incoming SMS handling.
* The issue may be related to the Intel plugin, iosm driver, or SMS
notification handling for Intel XMM7360 / Fibocom L850 devices.
