Public bug reported:

Ubuntu 26.04 LTS installed a newer HWE kernel, 7.0.0-22-generic, but
the matching prebuilt NVIDIA kernel module package for nvidia-driver-595
is not available in the enabled Ubuntu repositories.

As a result, after a normal system update and reboot, the system booted into
7.0.0-22-generic without a loadable NVIDIA kernel module. GNOME/Wayland fell
back to a degraded display path and the monitor was
only exposed as "None-1" at 1024x768. nvidia-smi failed because it could not
communicate with the NVIDIA driver.

Booting the previous kernel, 7.0.0-15-generic, restores NVIDIA
correctly because linux-modules-nvidia-595-7.0.0-15-generic is
installed.

This appears to be a package publishing / dependency consistency issue
between linux-image-generic-hwe-26.04 and linux-modules-
nvidia-595-generic-hwe-26.04.

  System information:

  Ubuntu release:

    Ubuntu 26.04 LTS
    Codename: resolute

  GPU:

    NVIDIA GeForce RTX 4060 Ti
    PCI ID: 10de:2803
Subsystem: Gigabyte Technology Co., Ltd Device 1458:4123

  Installed NVIDIA driver:

    nvidia-driver-595 595.71.05-0ubuntu0.26.04.1

  Current workaround:

Booted back into 7.0.0-15-generic and set GRUB_DEFAULT to:
"Advanced options for Ubuntu>Ubuntu, with Linux 7.0.0-15-generic"

  Package state:

    linux-image-generic-hwe-26.04:
      Installed: 7.0.0-22.22
      Candidate: 7.0.0-22.22

    linux-image-7.0.0-22-generic:
      Installed: 7.0.0-22.22

    linux-headers-7.0.0-22-generic:
      Installed: 7.0.0-22.22

    linux-modules-7.0.0-22-generic:
      Installed: 7.0.0-22.22

    linux-modules-nvidia-595-generic-hwe-26.04:
      Installed: 7.0.0-15.15+2
      Candidate: 7.0.0-15.15+2

    linux-modules-nvidia-595-7.0.0-15-generic:
      Installed: 7.0.0-15.15+2

    linux-modules-nvidia-595-7.0.0-22-generic:
Not available from apt-cache policy output

  Expected result:

If linux-image-generic-hwe-26.04 is upgraded to 7.0.0-22, the matching
linux-modules-nvidia-595 package for 7.0.0-22 should also be available and
installed, or the kernel upgrade should be held back for
  systems using prebuilt NVIDIA modules.

  Actual result:

The system installed and booted linux-image-7.0.0-22-generic, but no
matching linux-modules-nvidia-595-7.0.0-22-generic package was available.
NVIDIA failed to load on the new kernel, causing degraded
  display output at 1024x768.

  Reproduction steps:

    1. Use Ubuntu 26.04 LTS with NVIDIA GeForce RTX 4060 Ti and
nvidia-driver-595.
    2. Install updates normally.
    3. System installs linux-image-generic-hwe-26.04 version 7.0.0-22.22.
    4. Reboot into 7.0.0-22-generic.
    5. NVIDIA driver does not load.
    6. nvidia-smi fails and display falls back to low resolution.
    7. Booting previous kernel 7.0.0-15-generic restores NVIDIA.

Relevant observations from the failing boot:

    nvidia-smi failed with:
NVIDIA-SMI has failed because it couldn't communicate with the NVIDIA
driver.

Display output under the failing kernel was:
      None-1 connected primary 1024x768

    Journal showed EDID/display-related fallback symptoms:
colord: failed to get edid data: EDID length is too small
gnome-shell: Couldn't find suitable cursor plane format for
/dev/dri/card0, disabling HW cursor

  Under the working 7.0.0-15-generic kernel:

    nvidia-smi works correctly.
    lspci shows:
      Kernel driver in use: nvidia
Kernel modules: nvidiafb, nouveau, nova_core, n
