Thank you for the detailed bug report and analysis regarding the
ssh.socket / ssh.service interaction.

While reviewing the dpkg terminal log, I found that the actual failure
occurred before any socket-activation logic could take effect. The post-
installation script attempted to invoke systemctl but could not execute
it:

  Could not execute systemctl: at /usr/bin/deb-systemd-invoke line 148.

This suggests systemd was unavailable or not running as the active init
system during package configuration. Before we proceed further, could
you please update to the latest openssh-server package for Ubuntu 24.04?
Your report shows version 1:9.6p1-3ubuntu13.15, while noble-updates now
provides 1:9.6p1-3ubuntu13.16.

Please update, run the following commands and paste the full output:

  dpkg -l openssh-server | grep openssh-server
  ps -p 1 -o comm=
  systemctl --version

Could you also confirm whether this installation was performed on a
normal Ubuntu desktop/server, or inside an environment such as
Docker/LXC, WSL (without systemd enabled), a chroot, or another
containerised/minimal setup?
